Actually (Ubuntu, Natt) it scans for /usr/lib/kde4/pdflatex and /usr/bin/pdflatex first, no matter what the $PATH-variable includes. This behaviour is different to kiles own systemcheck-function, where programs are preferred as expected by PATH-Variable.
