Remember, that there are a number of daemons running in virtually all Linux systems, many more then you might think. Just sendmail, for instance, could have an effect. Or xinetd, or any one of several dozen others.

01:40.47cfkSecretMethod70: If you run ntsysv, you will see a list of all the services running in your computer. Virtually all of them listen on a "port" with eth0. If eth0 is up, but disconnected, then your nic will return a "carrier off" error in the midst of just checking the port. That takes between 10ms - 500ms each for all the active services running on your computer to each determine the "carrier is off", all individually, one at a time.
